MAIN RESPONSIBILITIES In accordance
with established Agency policy and procedures, the ideal candidate:
-Assists the Head, Field Community Mental Health (HFCMH) in the overall planning and management; co-ordinates and monitors the process of implementation of the community mental health activities, evaluates progress; and prepares regular and ad-hoc internal reports;
-Plans, organizes and supervises training activities, both locally and abroad, in close cooperation with the supervisor, based on systematic assessment of training needs and within the overall capacity building plan;
-Develops project proposals in coordination with External Relations and Communications Department; follows up on their implementation and on all related financial, administrative and logistical matters; evaluates their performance based on set indicators and recommends improvements to FCMH programming as appropriate; prepares necessary reports for internal use and donors;
-Regularly meets with FCMH staff, analyses factors affecting planning and implementation of FCMH activities, brings issues to the attention of his/her supervisor and proposes corrective actions as necessary;
-In close coordination with his/her supervisor, liaises with government, local authorities and UN/NGOs to enlist their cooperation and support of the Community Mental Health programmes;
-Supervises the administrative and financial aspects of CMH project, including budget preparation, operational records, statistical data/analysis and oversight of the operational research design for periodic evaluation of related activities;
-Represents the programme at field management committee, technical or other forums as required; acts for the Head, Field Community Mental Health during the latter’s absence;
-The incumbent may be required to drive an UNRWA vehicle, thus should have a valid driving license.
-The incumbent may be required to work beyond working hours.
-Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
-An advanced university degree in psychology or community mental health or other related studies from a recognized university
-At least seven years’ experience in mental health systems, of which at least four years in management, preferably in a similar organizational setting.
-Excellent command of spoken and written English and Arabic.
-Knowledge of social development principles and concepts;
-Excellent communication and negotiation skills;
-Demonstrated problem-solving skills;
-Supervisory skills and ability to develop staff;
-Excellent analytical and report writing skills;
-Proficiency in standard Agency computer applications.
-It’s desirable to have knowledge of the socioeconomic conditions of the Palestine Refugees.
CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $1,546.90; plus Senior Professional Officer Allowance at the rate of 25% of the basic salary, plus monthly dependency allowance up to $123.25 and a currency adjustment factor (present rate 5.89%).
-Contract Duration: Three years including 1 year probation period.
-Leave: 30 days annual leave
-Pension: Provident Fund contribution
-Other conditions of service and benefits may apply.
